1. What is Emergency Quota (EQ) and Headquarters Quota (HO)?

In every train operated by Indian Railways, a designated block of berths in 1A, 2A, 3A, and Sleeper classes is kept withheld from general public reservation until the day of travel.

This block is known as the Emergency Quota (EQ), administered by the Chief Commercial Manager (CCM) at Zonal Headquarters and the Senior Divisional Commercial Manager (Sr. DCM) at Divisional Railway Offices (DRM). It is meant strictly for urgent passenger emergencies and government officials traveling on public duty.

2. Who is Legally Eligible for Emergency Quota (EQ)?

Contrary to popular belief, Emergency Quota is not reserved exclusively for politicians or senior VIPs. Indian Railways Commercial Manual clearly outlines priority categories for common citizens facing genuine distress:

  • Medical Emergencies: Patients traveling for urgent specialized hospital surgery, organ transplant, or cancer treatment (hospital admission/referral proof required).
  • Bereavement / Family Crisis: Passengers traveling due to the sudden death or critical hospitalization of an immediate family member.
  • Armed Forces & Police Personnel: Defense personnel (Army, Navy, Air Force, CRPF) proceeding on urgent deployment, duty transfer, or recalled from leave.
  • Government Servants on Official Duty: Central/State government officers on election, inspection, or urgent judicial assignments.
  • Elected Representatives & Dignitaries: Members of Parliament (MPs), MLAs, Judges, and Accredited Journalists.
Beware of touts and unauthorized agents: Anyone claiming to "guarantee" an Emergency Quota berth in exchange for cash is operating an illegal scam. EQ allotment is computerized and approved exclusively by gazetted railway commercial officers.

3. The Absolute Prerequisite: You MUST Hold a Waitlisted Ticket

You CANNOT obtain an Emergency Quota berth without an existing ticket.

Before applying, you must first book a standard waitlisted ticket (GNWL or RLWL) on the train and date you wish to travel. The Emergency Quota allotment works by promoting your existing waitlisted PNR directly to a confirmed berth when the chart is generated.

4. Where and When to Submit the EQ Requisition Letter

Timing is critical when applying for Emergency Quota:

  • Where to Apply: Divisional Railway Manager (DRM) office of your division, or the Zonal Headquarters / Station Director office at major stations (e.g. New Delhi, Mumbai CSMT, Howrah, Chennai Central, Ernakulam Junction).
  • Submission Deadline for Evening/Night Trains: Must be submitted between 10:00 AM and 12:00 PM on the day of train departure.
  • Submission Deadline for Morning Trains (departing before 12:00 PM): Must be submitted before 2:00 PM on the PREVIOUS day.
  • Confirmation Timing: You will know if your EQ request was approved when the 1st reservation chart is released (4 hours before departure). Check your PNR status online; if confirmed, your waitlist number flips directly to CNF.

5. Standard Requisition Letter Format for Medical Emergency

Your written application should be typed or neatly handwritten, addressed to the Senior Divisional Commercial Manager (Sr. DCM), and must attach copies of: (1) Waitlisted Train Ticket with PNR, (2) Doctor's referral or hospital admission advice, and (3) Government Photo ID of the traveler.

  • To: The Senior Divisional Commercial Manager (Sr. DCM), [Name of Division / Station]
  • Subject: Requisition for Emergency Quota (EQ) Allotment on Medical Grounds — PNR [Your 10-Digit PNR]
  • Details: Train Name & Number, Date of Journey, Class (e.g. 3A), Passenger Names, Ages, and Contact Number.
  • Reason: Detailed statement of urgent medical need or emergency requiring immediate travel.
  • Attachments: Copy of PNR e-ticket, Hospital prescription / admission letter, Patient Aadhaar Card.

Frequently Asked Questions

Does applying for Emergency Quota guarantee a confirmed seat?

No. Approval is subject to the number of EQ berths available in that train coach and the relative priority of competing emergency requests on that day as judged by the railway authority.

What happens if my Emergency Quota application is not approved?

Your ticket remains in its standard waitlist queue. If it does not confirm through general cancellations during chart preparation, the e-ticket is automatically cancelled and the full fare is refunded to your account.

Is there any extra fee charged for Emergency Quota allotment?

No. Indian Railways charges zero extra surcharge for Emergency Quota. You only pay the standard fare printed on your original ticket.
